I am hoping to obtain the blue book value for a 1999 honda civic in order to pay the tax . The ministry has told me for 20.00 I purchase a used vehicle package, I am trying to avoid this extra fee. Can you help me out. Much appreciated

You kind of lost me here, are you located in Canada, I picked that up by you using the word ministry ? If you are, what has the blue book got to do with anything ?
