$599 "dealer services" fee tacked onto price of used car ?

I talked to a salesman on the phone about buying a used car from his dealer and he told me that theer would be an additional $599 'dealer services" fee tacked on to the purchase price of the car. When I said I would not pay it, he then said that they could include it as part of the price of the car (i.e. not as a special item). Obviously, it is an added fee either way. What should be my negotiating tactice for this special charge? Thanks.

99% of dealers tag on a little cash cow known as - admin fees - dealer services or handling fees, if you done your homework on this site you will know how to overcome.

For the salesman to disclose this info on the phone, he is either a green pea in the business or you must somehow have asked a direct question as to other charges involved ?,,, I will be interested in your answer.

Yes, I asked specifically about all charges, and he mentioned the 6% sales tax (for FL), 400-500 "tag fee' and the $599 dealer services fee.
