Well in general their all the same right, as in
when one edits a page with the code/visual editor.
You edit a page by the "block" you want to add
to or change. (most pages having numerous blocks).
All I wanna know is how to put a background image
in a single code block.

That's a pretty funny line. I hope everyone enjoys that as much as I do.
I have divined from your post, that you are using one of the Website Wizards. But the limits of the universe are not allowing me to tell which one. But the Wizards are the only place where each block area appears to be the same. But that's only an appearance. The Wizards are intended for beginners and users who don't know, or don't want to know, anything about HTML and CSS. Of course, there is nothing wrong with using it, but you need to realize that it is a very closed and protected environment. Each block is presented to you as being the same, but the complexity of it is hidden from the user. When you finally save your work, and use the "publish website" option, the contents of your blocks are inserted into your web pages. Associated with each block are style definition in the style sheet.
So, unless you know some HTML and can find your block in the web page, then reference it to the style sheet, no you can't add a background to a single block. There are some tricks that you can play with the Wizard, to add some backgrounds, but it's not simple. If it was easy, they would have given you a button for it.
Next time, don't make us guess at what your talking about. Posting your email address is a waste of time. It only gets you junk mail from the spam bots. But you should always include the URL for your web site. Without a URL all this is guess work.
