Button graphics must be edited in a graphics editor. You may have had one shipped with your PC otherwise Google will find you a selection of downloads both free and paid for.
Templates - some templates, such as those with Bravenet's Website Wizard are specific to their own editing software. If you are talking about a standard html/css template then you can use any appropriate editing software to alter it and create pages.
