That is such a simplistic answer that I suspect that you are actually having some other problem either to do with the file type, your hosting service or your editing software. Perhaps you should consider rephrasing your question.
All right, you rephrased the question. Now, carefully read the rest of Peter's message. I'm thinking about the part that says:

You ask what tabs and buttons to click. That obviously depends on what tabs and buttons you have to click! And since you are asking about that rather than the actual code, I doubt very much the question can be answered by someone not familiar with your editing software.
In the meantime, let me just remark that a designer using a photoshop design as background sounds like a bad idea to me. Doesn't have to be, mind. It is just that designers often are used to work in environments where file size and bandwidth aren't important. Is your background more than 20 kilobytes?
