Apostrophe and Possession

A group of us is working on a brochure to market the Catholic schools in our city. Several of us want the cover to read, "Lowell's Catholic Schools," while others believe that is grammatically incorrect because the city does not possess the Catholic schools. They would rather the cover read, "Lowell Catholic Schools." My opinion is that it doesn't matter, grammatically, and that we should put whatever sounds better. Any opinions on this?
