Haflinger gelding and gains weight easily

Dr. Getty,

I have this haflinger gelding "Doc" 17 y/o that seems to gain weight on air.
I currently give him 4-5oz of buckeye pellets with his mineral and vitamin supplement q.d and forage. I purchased a hay bag with smaller holes. In hopes that he will eat slower and it would be better for digestion. I have him and my other two horses in a 10 acre pasture. I guess I firmly believe that horses need to roam. Which is natural for a horse and good exercise.
I would really appreciate your input and any suggestions. I try to ride him 3-4 times weekly but in the state of Wisc. a person can't count on the weather.
