It depends on how quickly you adapt to driving. I took 8 lessons with an instructor, and was fortunate to have my own car. I wouldn't listen to the person saying 20-40 lessons.
If you can, find a nice cheap car, and a member of your family brave enough to teach you, and have a go as much as you can. Don't pick up their bad habits though, the driving instructor tends to know a bit more!
